East Devon councillor Graham Brown has resigned, following the controversy surrounding his other role as a planning consultant.
The Conservative member for Feniton and Buckerell had been reported to police after he was filmed secretly by the Daily Telegraph hinting that he could influence the planning processs.
He had also already been suspended from the Tory group on the council.
This evening East Devon district council have announced that they've accepted his resignation.
In a statement Cllr Brown said he was doing it because of the 'unbearable media pressure from the Daily Telegraph'... he also makes a full apology to his colleagues across the whole political spectrum for his disparaging remarks.
He says although he thoroughly misjudged the situation, he maintains that he has not broken the law and will work to clear his name.
