Figures released by Exeter's RD&E hospital show that it had to cancel more than 500 operations in January and February.
Of the 295 operations cancelled in January, 101 were cancelled on the day surgery was due to take place. In February 87 out of 229 were cancelled on the day of surgery.
A spokesman says the hospital was hit by three factors: high numbers of emergency admissions in those two months, an outbreak of Norovirus causing several wards to be closed, and many patients waiting for onward care.
