Devon county council's taking steps to improve its fostering service as well as making it easier for people to adopt children.
This week councillors said they wanted to increase the number of foster families and carers, perhaps by paying them more for the service.
They also want to reduce the four million pounds currently spent on private sector fostering services.
It comes shortly after they also announced that the process of adoption is being simplified for new adopters, and fast-tracked for those with more experience.
