Nine hundred new homes and community facilities could be built near Exeter Science Park.
The plans have been submitted to East Devon district council and include more than 250 affordable homes, as well as a health centre, primary school, shops and a cafe, and sports facilities.
The site is bounded by the River Clyst, the railway and the A30.
