Campaigners against the loss of community hospital beds in mid and east Devon are holding the first of a series of meetings with NHS managers later today.
Under cost-cutting plans, Ottery, Axminster and Crediton look set to lose their beds - and Ottery's minor injuries unit will also close permanently.
County councillors and members of the hospitals' leagues of friends want to set up a stakeholder group to work with the health service and make sure their communities' views are fully represented.
