Some of the measures announced in the Budget will help local people on low incomes, according to Exeter Citizens Advice.
It's welcomed the higher personal tax allowance and the help for people to put savings aside.
But chief executive Steve Barriball is less happy about the cuts to Personal Independence Payments - which enable disabled people to get help with washing and dressing in their own homes.
He says claimants are already falling victim to errors in the system, and making further changes will complicate matters further.
