The MP for East Devon says he's fully behind the redevelopment of Exmouth sea front - but he recognises that it's a controversial project.
The Splash project will transform Queen's Drive, creating a new water sports centre and other leisure and retail outlets.
There have been concerns about the loss of long-established seafront businesses and the traditional elements which many feel give Exmouth its charm.
But Hugo Swire says any change always divides the community.
