It is being claimed that a proposed change in Devon County Council's pothole-repairing policy will lead to a deterioration in the condition of local roads.
The council is to trial a scheme in which the potholes will be assessed and prioritised according to how dangerous they are.
This will mean some repairs being delayed - which critics say will be bad news for motorists.
