Private tenants in Exeter are paying some of the highest rents in the country outside London, according to the Labour party.
Their research also found that tenants face unpredictable rises in rent.... and could only get short tenancies of six to 12 months.
The party says it would bring in legislation to provide more security, and ban letting agents' fees.
