Communities across Devon and Cornwall could soon be able to decide how people are punished for minor crimes or anti-social behaviour.
The police and crime commissioner is inviting communities to opt into a system of restorative justice.
If they take part, they can draw up a list of actions an offender can take to make amends, instead of going through the court system.
However if the offender faiils to carry out the agreed activities, he or she can still be taken to court.
