A report on the major fire on Cathedral Green last year, and the lengthy operation to tackle it, is due out shortly.
It looks at how the fire spread through the Royal Clarence Hotel and the challenges firefighters faced.
But the actual cause of the fire will probably never be known.
The fire started in the next-door five-storey building which collapsed as a result, destroying any evidence that could have indicated how the blaze started.
