Legal powers usually used to tackle anti-social behaviour could be introduced to tackle dog fouling in Teignbridge.
The district council is asking residents for their views.
The council's considering a Public Space Protection Order covering areas where people exercise their dogs.
The order bans specific behaviours or actions and give the council the power to fine or otherwise penalise people who break the rules.
It would require dog walkers to carry a 'pooper scooper' and disposal bags, and also enforce the existing dog bans and the rules on where dogs have to be on a lead.
The consultation runs until September 29th.
