It's thought thousands of people in Exeter, and mid and east Devon, could be missing out on rebates on their energy bills.
The Home Heat Helpline organisation has calculated that around 17 thousand 400 people in the area are entitled to some form of assistance, but a survey found that on average on only about half of those who qualify for help are aware of it.
Anyone on a low income is encouraged to phone the helpline to find out if they can make a claim - which is generally worth about a hundred and sixty pounds.
The service is funded by the major energy suppliers and supported by organisations including Age UK and the Citizens' Advice Bureau.
