It's claimed that around a hundred and 18 thousand people in Devon are currently earning less than seven pounds 20 per hour.
The TUC - which released the figures - is calling for more employers to pay their staff the minimum amount considered to support a decent standard of living - which has this week been increased to seven pounds 45.
It says underpaying people is bad for the economy as a whole.
