Improvements to child care and safeguarding arrangements in Devon have been welcomed by county councillors.. but some say there are still unanswered questions about the problems that have emerged in recent months.
A report has been presented to the Cabinet of councillors outlining the changes made since an OFSTED inspection branded the child safeguarding service inadequate.
But councillor Alan Connett thinks there are still concerns about what went wrong at the Rifford Road care home in Exeter, where a whistleblower said children had been subjected to inappropriate restraint.
