Some little-used bus services in Devon could be lost, as the county council stops subsidising them.
It currently supports some routes which aren't profitable and could otherwise be withdrawn by their operators.
But in some cases the subsidy costs around 20 pounds for every passenger.
The council accepts that some services will become less frequent - but has pledged that no communities currently served by buses will be completely cut off.
