An Exeter vicar - whose churchyard is plagued with anti-social behaviour - says the culprits need to be helped, not criminalised.
The Reverend Tom Honey from St David's Church near Bury Meadow says homeless drug takers are being moved on from the city centre - but gravitate to his churchyard instead.
He's used money from a church restoration fund to put up gates keeping them away from the building's porch.
However he doesn't want to see them being penalised - as he thinks many of them simply aren't getting the support they need.
