More details have emerged about the death of an Exeter man after he'd been detained by police, nearly a year ago.
32 year old Thomas Orchard was arrested in the city centre on October 3rd - he was later found to be unresponsive in his police cell, and died in hospital seven days later.The Independent Police Complaints Commission handed a file of evidence from its investigation to the Crown Prosecution Service earlier this year.
It's emerged today that the IPCC also identified a risk from the way an emergency restraint belt was fixed across his mouth to stop him spitting or biting.
The CPS is considering whether any charges should be brought against two custody detention staff, three police officers, a custody sergeant and a nurse employed by a contractor. The IPCC also submitted a file to the health and safety executive, for them to consider corporate charges.
