Underage drinking, staff drunk and violence blamed

A litany of complaints, failings and breaches of the premises licence for The Terrace Bar, in Torquay, have been identified by both the police and Torbay Council’s licensing team.

Julie Smart, the police’s licensing officer, has said that she would have considered requesting a Closure Notice for the pub, had it not been for a review of the Premises Licence being considered by Torbay Council’s Licensing Sub-Committee on Thursday.

Sergeant Mike Norsworthy, licensing sergeant for Devon, had called for review on the grounds of prevention of crime and disorder, prevention of public nuisance, and the protection of children from harm.

Torbay Council’s Safeguarding and Reviewing Service have raised concerns that there has been underage drinking and that a child under the age of 18 has been on the premises after 9pm, clearly in breach of the condition on the licence.

Devon and Somerset Fire and Rescue Service have said that a suitable and sufficient fire risk assessment was not available when they inspected the premises.
