Devon and Cornwall Police says 2 people have been arrested and are "helping police with their enquiries" following the incident on Friday night (4th October).
It's understood a Vauxhall Tigra coupe crashed into 4 teenage pedestrians who were walking on a pavement along Lymington Road just before 11pm. The vehicle then collided with a parked car and it's thought the driver fled on foot.
One young man is in a critical condition with life-threatening injuries at Derriford Hospital; another has serious leg and hip injuries and is also at Derriford.
Armed police as well as roads police officer attended, along with crime scene investigators, including forensics, dogs and a police helicopter.
Officers would like anyone with dashcam footage of the car driving in Torquay or Paignton on Friday night between 9.40pm and 11pm to come forward.
