People working in Exeter's Marsh Barton industrial estate have expressed concern about the loss of around 290 car parking spaces.
A new bus depot is to be built on part of the Park and Ride site.
The spaces there aren't only used by bus travellers but also by people working nearby whose businesses don't have enough room for parking.
However Devon County Council say the places lost will be in an overflow carpark that's not often needed - and the new Marsh Barton rail station plus a new Park and Ride at Alphington will reduce the demand for parking at the site.
