There are calls for more action to tackle rough sleepers in Exeter's St Thomas area after local residents said their behaviour is intimidating.
An encampment has been set up outside the vacant building, formerly a nightclub, next to St Thomas railway station.
Local residents say some of the people involved have been drinking in the street, begging aggressively and discarding used syringes even though a sharps bin has been provided.
The police say they want to work with and help homeless people, but will respond robustly to any reports of anti-social behaviour.
