Unemployment figures out this week show the number of people in Devon claiming jobseekers' allowance is now the lowest on record in the county.
It now stands at 4,233 claimants, or 0.9% of the adult population.
The national average is 2.3 per cent.
However there are still too many unemployed people under 24 - that age group makes up nearly a quarter of the claimants.
The county council says addressing youth unemployment is a key priority.
