A legal challenge is being launched to proposals to build student flats near St James Park.
The flats would finance the replacement of the stand and other improvements.
But the St James Forum of local residents strongly oppose the six-storey blocks and is applying for a judicial review of Exeter City Council's decision to grant planning permission.
