It follows an incident at the King Billy pub after Exeter City's home game against Barnet in April.
The nine, all from Exeter, are charged with violent disorder.
Five others, from Plymouth, Saltash and Weston-Super-Mare, are facing the same charge and will appear before Plymouth magistrates next week.
