Users of Exmouth's Manor Gardens have praised its floral displays and amenities.
East Devon council questioned dozens of people in the park to gauge public satisfaction.
The park scored high on its cleanliness, its cafe and seating.
Among the suggested improvements were a todders' play area, and signs on the seafront directing people to the gardens.
