Investigators submit evidence on death after police detainment

A file of evidence on the death of an Exeter man, after he had been arrested and detained by local police, has been submitted to the Crown Prosecution Service.


Thirty two year old church caretaker Thomas Orchard was arrested in the city centre on October 3rd last year on suspicion of a public order offence, and held at Heavitree Road police station.

Just over an hour later he was then taken to the RD&E hospital when officers found him in an unresponsive state in his cell,.. and he died a week later.

The independent police complaints commission who've been investigating his death say the file of evidence concerns his time in custody and relates to the police and custody staff involved, along with a nurse employed by a contractor.

It's now a matter for the crown prosecution service to decide whether any criminal charges will be brought.
