The former Exeter City Centre manager is to stand as a Conservative member of the city council.
John Harvey will be the Tory candidate for the Alphington ward in the council elections in May.
He's begun his campaign with strong criticism of the leading Labour group on the council, saying they're not serving local residents well.
He's particularly condemned the planned new leisure centre, describing it as an unaffordable white elephant.
