Councils in Devon and Somerset have agreed to work together on a bid for greater independence from Westminster.
They want the power to make decisions on a local level, on issues relating to economic growth and productivity, and improving transport links.
District, county and unitary authorities have all been involved in the talks as they prepare to submit a bid to the Government.
