Exeter City councillors will today discuss whether to permanently close the Clifton Hill Sports Centre.
The popular sports centre was badly damaged by the heavy snow in March and has been closed ever since.
A petition to get it reopened has been signed by more than 1,300 people.
However loss adjusters have raised doubts about the validity of the council's insurance policies and today city councillors will discuss whether to shut it forever and sell the land for housing development.
A council spokesman for the authority says many of its facilities will be supplied by the St Sidwell's Point Leisure Centre when it's built.
