It will make the area next to Samuel Jones and Puerto Lounge on a single level.
Plans have been submitted to Exeter City Council to build the new bridge and boardwalk at the Quay.
It will replace the path down to the river and the current Mallison Bridge which runs over the leat. Parts of the bridge had to be repaired last year because they were rotting and the path often floods.
The council then decided it needed a long term solution so drew up the plans which will see the path raised up by 2 meters and allow the water to flow underneath it.
