They're worried people will avoid proposed new county council charges by dumping their rubbish in rural areas.
The authority is considering asking for money for taking builders' waste and similar items.
The Country Land and Business Association says the scheme will backfire - as the council will end up paying for the removal of rubbish fly-tipped in the countryside.
