Essential safety measures are to be carried out at Alma Bridge in Sidmouth.
It follows an inspection by Devon County Council.
A Council engineering survey has raised concerns over the deterioration of the mudstone rock since it was exposed by the floods in July.
Proposals are now being developed to install a temporary 1.2 metre wide bridge above the existing structure which will span the full width of the River Sid
It is hoped that the temporary structure can be installed within the next two weeks
