A number of uniformed officers carried out patrols in a bid to increase their visibility in drug hot spots.
Exeter City Council's environmental health officers and Julian House's outreach team, were also involved.
Police say they are trying to reduce the number of needles being left on the ground by giving out safer, single use injection needles.
