A member of the European Parliament for the south west is raising concerns that local authority funding cuts will affect the area's resilience to winter flooding.
This week the European Parliament has been discussing how it could help reduce the risk in the future, for example by banning building on flood plains.
But the Green MEP Molly Scott Cato says after the problems of the last two years, local communities can't be blamed for feeling vulnerable as winter approaches.
