The company wanting to build a new shopping centre on the outskirts of Exeter is to appeal against the refusal of planning permission.
Local residents and businesses are in favour of the Moor Exchange retail and leisure park near the Met Office.
But Exeter city councillors think it would take too much trade away from the city centre.
Dan Bramwell, a spokesman for the developers, CPG, claims the council are letting local people down.
