Exeter City Council's coming under fire over its new policy of not collecting over-filled rubbish bins.
From the beginning of this month, refuse collectors have left even slightly overflowing bins behind with a sticker explaining why.
A St Thomas resident has told Radio Exe that his bin was left unemptied even though the lid was down, and he was then asked to pay £29 for an extra collection, or to take the rubbish to the tip in his own car.
