The Penn Inn Roundabout in Newton Abbot was closed for 3 hours on Thursday evening.
Emergency services were called at around 5pm following reports of a leak in the McDonalds car park.
It was caused by a ruptured pipe.
Both McDonalds and Sainsburys were evacuated .
