The decision to close hospital beds in Devon could be referred to the Secretary of State for Health - which could lead to a change in policy across the county.
County councillors meeting today have unanimously agreed to look at the rules and evidence for referring the closure of Torrington hospital's beds to Jeremy Hunt.
