Proposals put forward to change the way some Devon libraries are run.

The council plans involve setting up a mutual society, or trust, to run the library service, in conjunction with a community partnership for each branch.

If they are offically agreed next month, they'd be piloted by ten communities.
 
The advantage of mutual societies or trusts is that they have much more scope for raising money.
