Officers were called to Clifton Street at about 4pm on Friday 15th April and again at 11pm.
James Brinkworth from Newtown, is charged with causing grievous bodily harm with intent, three counts of assault causing actual bodily harm and causing criminal damage to the Globe Inn pub.
The 28-year old's been remanded in custody and is due at Exeter Crown Court on 18th April.
