Police received reports of three animals being off their lead on Alphington Road at lunchtime on Saturday 23rd December.
Thomas Murphy-Hankin, of no fixed abode, has been charged with being the owner of a dog dangerously out of control, causing unnecessary suffering to an animal, and being drunk and disorderly in a public place.
The 26-year old is due to appear again at Exeter Magistrates on 31 January.
